1. I extend a heartly welcome to all of you for joint session of the State Legislature. I am very happy to address another joint session of the Karnataka Legislature. I would like to proudly state that my Government has succeeded in accelerating the pace of development of the State and further strengthening the financial system of the Government. As Mahatma Gandhi said, my Government is committed to use governance as an opportunity to wipe the tears of the last person. Many predicted that the State would lag behind in development and the financial system of the State would deteriorate due to the ambitious welfare schemes launched by the Government. The Government has proved the prediction to be false. The State has recorded good achievements in every sector. The State’s income is increasing. Private capital is flowing into the State in record numbers. The severity of inequality is decreasing due to the efficient implementation of welfare programmes. The State is second in foreign direct investment. The growth rate of GST is good.
2. Out of the 344 orders that were to be issued for the announcements of the budget for the year 2024-25, Government orders have been issued for 331 announcements. The announced programmes are also being implemented properly. For the remaining announcements the issuance of orders is in process.
3. There have been good rains in the State. Farmers have got a good harvest due to the absence of heavy rains and droughts. Agricultural production of about 149 lakh tonnes is expected from the Khariff and Rabi seasons. The number of suicides among farmer families in the State has reduced significantly due to the welfare programmes taken by the Government. When the prices of Tur dal and Copra crashed, my Government has stood by the farmers and provided incentive. By continuing the Krishibhagya scheme, agricultural ponds are being built in areas wherever necessary.
4. Karnatakan has set a record in milk production. This time, KMF has collected 1 crore liters of milk per day. This achievement has been possible only because of the incentives being given to the dairy industry. The Government has so far provided an incentive of Rs. 1500 crore to the cattle farmers. The Government has continued the Anugraha scheme for the assistance of farmers engaged in animal husbandry. In the current year, a compensation of Rs. 26.60 crores has been given to 24,934 cattle and 33,373 sheep and goats that died unexpectedly.
5. Our elders, through Babasaheb Ambedkar, have given this country a very humane Constitution to ensure that the society should not go towards Social Darwinism. The Constitution says that inequality should be reduced and a fair share of income should be ensured to the people. In this regard, guarantee schemes have been implemented. Resources of more than Rs.52,000 crores are being provided for this annually. Rs.70,000 crores have been transferred directly to the bank accounts of the people for 5 guarantee schemes from the time my Government has come to power.
6. An amount of more than Rs.90,000 crores is being spent annually on welfare programmes. More than 1.25 crore families are benefiting from direct cash transfer schemes, subsidies and incentives provided by various departments including social pensions, free electricity for farmers’ pump sets, agriculture-horticulture, sericulture, animal husbandry, fisheries, food and civil supplies, handlooms and textiles, housing, education, industries, skill development, backward classes, scheduled castes, scheduled tribes, minorities, women and child welfare. The Government is shaping a unique model of Karnataka in development.
7. The Karnataka model of development means creating a people-centric economic, social and cultural governance. Green energy, women empowerment, etc. are also included in this. The Karnataka model is being studied by many economists and universities around the world. Oxford University has described this model as "Shining a Light in the Darkness" and "A Blue Print for the World" in its Human Rights Hub blog. The head of the United Nations has personally visited the State to learn about this model and openly praised our programmes.
8. Huge amount of resources are being allocated for the education sector. More than 13000 graduate teacher posts have been filled in the Education Department. Appointment orders have been issued for 1088 Assistant Professors in the Higher Education Department. 8,311 school rooms have been constructed. The work of 5349 school rooms has been completed under the Vivek Yojana and special grants. Currently, the work of 784 rooms is in progress. Steps are being taken to start 522 KPS schools. Pre-primary schools have been started and nursery classes have been opened in 1953 Government schools in the State. Apart from this, the Government and the Azim Premji Foundation are providing eggs to children on all days of the week except holidays.
9. A committee was formed in 2002 under the chairmanship of Dr. D.M. Nanjundappa with a view to eliminate regional imbalances. Based on the report of the committee, Rs.37,662 crore has been released so far. A committee has been formed under the chairmanship of economist Dr. Govinda Rab to study the impact of the resources spent in this direction so far and to submit a report on the current status of regional disparities. The committee will submit its report this year itself. Based on the report, necessary steps will be taken to achieve balance in development in the coming days.
10. My Government has recently successfully organized the Global Investors Meet. 19 major countries of the world participated in this meet. This investors meet broke all previous records and wrote a new record in investment. MoU’s were signed to invest an amount of Rs. 10.27 lakh crores. This time, more than 75% of the investment MoU’s were for investments outside the limits of Bengaluru under the ’Beyond Bengaluru’ concept. Entrepreneurs have come forward to invest 45% in North Karnataka. This will help contain the unemployment problem in the State.
11. Karnataka is also a leading State in the entire country in providing basic infrastructure. The State is spending 15.01% of its 2024-25 budget on capital expenditure. This is higher than progressive States like Maharashtra, Tamil Nadu dad Telangana.
12. My Government is constantly trying to bring transparency in governance. For this reason, a counseling system has been introduced for transfers of officers and employees in departments like Revenue, Rural Development. Excise, Forest etc. Steps have been taken to provide benefits to the people without the role of intermediaries. Investigations into past corruption cases are at a stage of coming to logical conclusion.
13. Comprehensive and effective efforts are being made to make Karnataka a l trillion dollar economy. Along with this, all efforts are being made to make Karnataka a State with health, education, sanitation and sustainable agriculture for the people.
14. My Government has managed the State well fiscally by promoting the economic growth of the State in 2024-25. The State’s revenue collection in the first three quarters of the financial year 2024-25 has reached Rs. 1,81,908 crores. Compared to the previous year, the State’s revenue receipts have grown by 13 percent till the end of December. Karnataka is the 2nd largest State in the country in terms of total GST tax collected by the States, and the State’s GST collection has grown by 12 percent year-on-year till the end of December this year.
15. In recent times, several incidents of harassment, violence and pressure in debt collection from the economically weaker sections of the society have come to light in the State. In order to take effective and serious measures to prevent harassment, violence and pressure in the recovery of micro loans and small loans in the State of Karnataka, my Government has implemented an ordinance providing for a minimum sentence of 6 months and a maximum of 10 years an a fine of up to Rs. 5 lakh for Persons Who commit harassment. The Government is taking legislative measures to prevent harassment in the recovery of micro loans.
16. Agriculture is undergoing many changes due to changing circumstances such as extreme weather conditions. There is a need to mechanize everything from sowing to harvesting. 194 high-tech harvest hubs are being established in this line. 50% subsidy is being given to SC and ST farmers who get harvesters and 40% subsidy is being given to others.
17. Karnataka has 27.41 lakh hectares of horticulture area, which ranks first in the country. In the current year, a new area of 19,166 hectares has been brought under horticulture crops. The Horticulture Department is setting up "Horticulture Kisan Malls" to effectively provide seed-to-market services to the beneficiaries under one roof. So far, 15.63 lakh good quality saplings have been distributed to the farmers and necessary machinery has been provided to the people at subsidized rates. 16 different varieties of horticultural crops have been developed and released by the University of Horticultural Sciences, Bagalkot. A special brand called "Jhenkara" has been created and arranged for the sale of honey produced by the State’s farmers and farmer producers’ organizations.
18. My Government has increased the annual limit of tax-free diesel supplied to mechanized fishing boats from 1.50 lakh kiloliters to 2 lakh kiloliters. Steps are being taken to purchase a sea ambulance for the first time in the State to quickly bring to the shore, fishermen who meet with accidents or fall ill while on the sea for fishing.
19. Several initiatives have been taken regarding silk. The State is at the top in silk production. Approximately 15.43 lakh people are employed every year in silk farming and silk spinning activities. The Government has provided subsidy facilities of Rs. 60 crores to participants under various beneficiary-based programmes in the year 2024-25.
20. As of the end of January 2025, crop loans worth Rs. 16,942 crores have been disbursed to 20.22 lakh farmers and medium and long-term agricultural loans worth Rs. 1442 crores have been disbursed to 46000 farmers. During this year, Rs. 1451 crores have been provided and spent to provide interest subsidy to cooperative societies.
21. Mysore Sugar Company, which was in financial crisis, was revived and 1,99,888 MT of sugarcane was crushed during the 2024-25 sugarcane crushing season and Rs. 70.46 crores paid to the farmers for sugarcane purchased.
22. The new Karnataka Industrial Policy, 2025-30, has been implemented with the aim of leading the industrial sector in the State, in a manner unprecedented in the country, The State is in 2nd place in capital investment. In tHe year 2024-25, from April 2024 to the end of September 2024, the State is in 1st place in overall exports, with exports of goods and services worth 88,853 million dollars. Compared to 2023-24, the State has achieved an increase of 11.17 percent in exports.
23. My Government intends to develop a new Knowledge, Wellness and Innovation (KWIN) City on the outskirts of Bengaluru with an investment of Rs.40,000 crore. It is estimated that this will create about 80,000 job opportunities.
24. The MSME sector is a sector that creates employment opportunities on a large scale. This sector is growing very fast in Karnataka. My Government has allocated Rs. 687 crore for the development of this sector.
25. It is proposed to set up a textile park on 1000 acres of land in Kalaburagi in a joint partnership of 51% and 49% of the Central and State Governments. In this regard, the Cabinet has approved a grant of Rs. 390 crore for various infrastructure works. This is estimated to create 1 lakh direct jobs.
26. Under the Nekara Samman Yojana, a total of Rs.81 crores has been allocated to 1,16,189 handloom and power loom weavers for the year 2024-25 and is being released through direct cash transfer.
27. With a view to increasing the basic infrastructure of the State, the airport work in Vijayapura district at a cost of Rs.347 crore is being completed and made ready for passengers in this year. Steps have been taken to expand the Mysore airport runway at a cost of Rs.319 crore and develop the Raichur airport at a cost of Rs.219 crore. The work of identifying land and land acquisition process for Neveloping airstrips in Dharmasthala, Madikeri and Chikkamagaluru is being done.
28. Bengaluru Signature Business Park is being developed on an area of 407 acres near Bengaluru International Airport. Process has been initiated to establish a second airport in Bengaluru. The land acquisition process for the airport near Karwar Naval Base has been initiated.
29. My Government has provided Rs.600 crore for 9 railway projects in the State in the current financial year. The State Government is bearing 50 percent of the construction cost and 50 to 100 percent of the land acquisition cost for these projects. My Government is providing Rs.407 crore for the 66 km railway double-tracking project in the State. These double-tracking railway projects will be completed by August 2025.
30. In partnership with the railways, the State Government is developing the 148.17 km long Bengaluru Suburban Railway Project network at an estimated cost of Rs.15,767 crore. My Government has taken all possible initiatives to reduce traffic congestion in Bengaluru.
31. A Centre of Excellence in Wired and Wireless Technology is being set up in collaboration with the Indian Institute of Science, Bengaluru at a cost of Rs.25 crore for a period of 5 years. Steps have been taken to set up a "Global Technology Center" at Karnataka Open University, Mandakalli, Mysore at a cost of Rs.30 crore.
32. The "WEscalate" programme has been designed to implement incubation and acceleration programmes specifically to encourage women-led startups. This programme provides necessary tools, guidance and mentorship for product validation, market entry and expansion of operations.
33. Keeping in mind the current status of the biotechnology sector at the national level, the Biotechnology Policy-4.0 has been announced. Karnataka has announced the Karnataka Global Capability Centre Policy 2024 for the first time in the country to invite global capability centres to the State.
34. The Bengaluru Tech Summit, organized from 19 to 21 November 2024, attracted over 35,000 delegates from 51 countries. Startups benefited from the summit through various initiatives such as investor connectivity.
35. Currently, 1.62 crore consumers are availing the facility under the "Gruha Jyothi" scheme. A total of Rs. 17,290 crore subsidy has been released to the power supply companies from hAugust-2023 to January-2025.
36. My Government has issued work orders for Rs. 8,645 crore on 11.03.2024 for the implementation of the 2000 MW Sharavati PSP project.
37. A 11.5 MW power plant generating electricity from waste has been successfully commissioned at Bidadi under the Waste to Energy Scheme on 19.12.2024. A 2392 MW capacity project has been undertaken under the PM Kusum Scheme for decentralized feeder solarization of 40,000 off-grid solar pump sets to provide reliable electricity to farmers during the day and improve the lifestyle of farmers.
38. In order to ensure food security for the people of the State, in accordance with the basic principles of the Constitution, a total of 4,48,41,976 beneficiaries of 1,28,48,173 ration cards have been distributed food grains under the Annabhagya Scheme. In addition to providing 5 kg of grains under the Food Security Scheme, the State Government was transferring Rs. 170 per person per month directly to their accounts in lieu of the 5 kg of food grains announced for them. For this, the State Government has spent Rs. 10,009 crore from July-2023 to September-2024. Earlier,since the central Government agencies had said that they would not provide rice, we had introduced the money transfer system. Now, since the Food Corporation of India has come forward to provide rice, process of giving 10 kg of food grains to each person is being started.
39. An additional 15 thousand acres of land has been notified as reserved forest to increase the forest area. In the last 20 months across the State, about 5000 acres of invaluable forest land has been cleared of encroachments, including 117 acres in Bengaluru city.
40. To protect the green belt and the habitat of rare birds in Bengaluru city, 5678 acres of the Hesaraghatta Lake area has been declared as Greater Hesaraghatta Protected Grassland and land grabbing has been curbed. Development of a large tree park has begun at 153-acre plantation in Madappanahalli near Yelahanka.
41. Legal proceedings have been initiated to reclaim the forest land worth Rs.14,300 crores given to the defunct Central Government owned HMT in Peenya Plantation and save it as a green lung space.
42. 78.9 km of railway barricades have been installed in 2024-25 to control human-wildlife conflict, and a meeting of forest ministers and officials of Tamil Nadu, Kerala and Andhra Pradesh States was held in Bandipur to prevent human-elephant conflict. An international conference on human elephant conflict was successfully held and the Bengaluru Charter has been prepared and approved.
43. Several initiatives have been taken to improve the health of the people of the State. Anemia-free Nutritional Karnataka Project has been launched and when 10.8 lakh PUC students were tested for anemia, 32.5% of the children were found to be anemic. Due to the blood-boosting treatment given to these children, 60% of the children with anemia have recovered. In the second phase, screening of anemia status of children from Ist to 10th standard is being started.
44. Under the Asha Kiran scheme, 1.4 crore people have been screened and 3.3 lakh people have been given free spectacles. 93,800 people have undergone cataract surgery. The Karnataka Brain Health Initiative scheme was started in collaboration with NIMHANS and 2,60,878 people have been screened and 32,630 neurological patients have been treated.
45. To provide emergency medical services, 108 Arogya Kavach Emergency Services have been provided with 288 Advance Life Support (ALS) ambulances and 39 Basic Life Support (BLS) ambulances.
46. The number of free dialysis centres for kidney patients in the State has been expanded from 192 to 220, providing 3.67 lakh dialysis cycles.
47. Five numbers of 50-bed capacity mother and child hospitals, 14 numbers of 50-bed capacity critical care blocks and one 100-bed capacity critical care block have been established in the State. In addition, 88 works of PHC, CHC and Taluk hospitals are being implemented with a grant of Rs. 857 crore.
48. Jeeva Sarthakata Sanstha has 78 hospitals including 4 Government hospitals functioning as organ transplant centres. So far, 344 BPL patients have been given free organ transplants under the SAST scheme. For this, it has been awarded the 2nd best award at the national level.
49. Dr. Puneeth Rajkumar Hrudaya Jyoti Yojana has treated 416 heart attack patients so far.
50. Several initiatives have been taken to provide affordable healthcare to the people. A 450-bed hospital building has been set up in the premises of Hassan Institute of Medical Sciences at a cost of Rs.143 crore and so far 15,778 inpatients and 78,848 outpatients have received treatment. In GIMS Kalaburagi, a trauma care hospital has been started at a cost of Rs. 54.80 crore since February 2024, and patients are receiving treatment. Steps have been taken to set up a mother and child hospital at a cost of Rs. 92 crore.
51. KKRDB has constructed a 371-bed Jayadeva Institute of Cardiology and Research in Gulbarga at a cost of Rs. 304.20 crore and it was inaugurated on 22.12.2024. A Super Specialty Cardiac unit with cathlab facility has been started at Gadag Institute of Medical Sciences at a cost of Rs. 10 crore.
52. A comprehensive school development project called ’Akshara Avishkar’ has been implemented in Kalyana Karnataka region by the Kalyana Karnataka Regional Development Board. A grant of Rs. 700 crore has been allocated for this. Free electricity and water facility has been provided to every school in the State, which is useful for conducting smart classes and evening classes.
53. In partnership with Karnataka Skill Development Corporation, skill training has been provided to about 30,000 students of selected 89 Government colleges under the "Kalike Jothe Kaushalya" programme. 101 new works have been undertaken by the Education Department at a cost of Rs. 277 crore.
54. 2,23,883 candidates have registered under "Yuvanidhi Yojana" and direct cash transfer is being made to 1,65,014 eligible candidates.
55. In India Skill 2024, Karnataka has won 48 medals out of 62 candidates participating in 45 skills and has secured second position in the country. In World Skill-2024, Karnataka has won 4 medals out of 60 candidates participating in 52 skills.
56. The housing problem of the people has been considered seriously. Assistance has been given to construct 3.05 lakh houses at a cost of Rs. 4761.15 crore in the current financial year. Steps are being taken to allocaty 1.23 lakh sites, of which sites are being prepared on 4096 acres of land.
57. The Slum Development Board has distributed title deeds to 1,66,867 families in slum areas, paving the way for a peaceful life for those families.
58. The Pradhan Mantri Awas (Urban) Yojana is being implemented in coordination with the B.R. Ambedkar Niwas Yojana. The beneficiaries of 1,18,359 houses were supposed to pay a contribution of Rs 4 to 5 lakhs, excluding the Central and State subsidies. Realizing that the beneficiaries are not in a position to pay, my Government has reduced the beneficiary contribution to Rs 1 lakh and is paying the entire remaining amount. 36,789 houses have already been dedicated to the people. 39,843 houses are currently ready for public inauguration.
59. In order to effectively control cases of atrocities against Scheduled Castes and Scheduled Tribes, steps have been taken to notify 33 units of the Directorate of Civil Rights Enforcement as Special Police Stations. Permission has been given to create 450 new posts for this.
60. For the comprehensive development of Scheduled Castes and Scheduled Tribes, in 2024-25, Rs.27,674 crores under SCSP and Rs.11,447 crores under TSP, a total of Rs.39,121 crores is being allocated and spent.
61. As announced in the Rudget 2024-25, 22 new residential schools and 31 hostels have been started. Construction work of 47 hostels/residential schools has been started to provide infrastructure facilities to the students.
62. The Social Welfare Department successfully celebrated "Democracy Day" in 2024, creating a world record by forming a human chain covering a distance of 2500 km from Bidar to Chamarajanagar, involving 22 lakh people. Realizing that anti-constitutional forces are becoming active, my Government is doing commendable work by conducting Constitution awareness programmes with the aim that if we protect the Constitution, the Constitution will protect us.
63. Rs. 45 crore is being paid to 216 scheduled caste students for higher education in foreign universities. 12,858 students are being trained for competitive examinations.
64. 14 post-matric boys and girls hostels with a strength of 100 have been started in 7 districts in the year 2024-25. A total of 403 residential schools/ hostels are being maintained by the Scheduled Tribes Welfare Department, providing accommodation to a total of 45,560 students. To prevent the drop-out rate of students in Maharshi Valmiki Adivasi Tribal Residential Schools, classes 7 to 8 have been upgraded and the strength of students in residential schools has been increased from 25 to 40.
65. Rs. 221 crores have been allocated under the scholarship programme and a total of 3,67,281 students of pre-matric & post-matric have been granted. scholarships. Rs. 10 crores have been allocated under the Prabuddha scheme to provide opportunities for higher education in foreign universities, under which 31 students of Scheduled Tribes are pursuing higher studies in foreign universities.
66. With the aim of providing quality education to children, Department of Backward Classes Welfare has started 150 new post-matric hostels in the State including Kalyana Karnataka region in the year 2024-25 as per the budget announcement. A grant of Rs. 150 crore has been sanctioned for the construction of community halls for backward Classes by community organisations. Training schools have been started in Kanakagiri in Koppal district and Kalaburagi district to train the youth of backward classes for exams like UPSC, KPSC, Banking, Indian Army etc.
67. The Minority Welfare Department has opened 25 Morarji Desai Residential Schools with a strength of 250 and 96 Post-Matric Boys/Girls Hostels with a strength of 100 and 50 new Maulana Azad Schools with a strength of 300.
68. As per the announcement of the Budget for the year 2024-25, various programmes are being implemented with a grant of Rs. 200 crores for the development of he Christian community
69. A total of 76 Morarji Desai Residential Schools/Colleges, Maulana Azad Model Schools and Hostels operating under the Directorate of Minorities are being constructed with Meir own buildings at a cost of Rs. 700 crores. A total of 44,957 students are studying in English medium with residential facilities in 161 residential schools/colleges run by the department. 38,876 students are being provided free education in 250 Maulana Azad Model Schools and Rs.106 crores have – been provided for the maintenance of the said schools.
70. In order to increase the economic empowerment of women in the State, Rs.2000/- is being given to the female head of the family every month under the Gruhalakshmi Guarantee Scheme. 1,26,24,547 women beneficiaries have been registered under the said scheme and since the inception of the scheme, Rs.36,000 crores have been directly deposited in the accounts of the beneficiaries. The facility of Gruhalakshmi Scheme has now been extended to the gender minorities as well.
71. Bhagyalakshmi-Sukanya Samriddhi Yojana has been implemented with the aim of encouraging the birth of a girl child in families below the poverty line and improving the sex ratio. Under this scheme Rs. 3000 is being deposited in the account of each girl child every year for 15 years. In the year 2024-25, Rs. 168 crore has been deposited in the accounts of 5,59,693 beneficiaries so far.
72. 10,01,379 beneficiaries have been registered in the Building and Other Construction Workers Welfare Board and Rs. 702 crore has been paid to 11.94 lakh beneficiaries under various welfare and social security benefits. Rs. 1515 crore has been collected as cess. 10.63 lakh beneficiaries have been medically examined under the Preventive Health Care Scheme. Steps have been taken to establish 43 Labour Service Centres across the State for registration of beneficiaries and distribution of benefits.
73. In relation to the State Unorganized Workers Social Security Board, under the Karnataka State Private Commercial Transport Workers Accident Compensation Scheme, "Accident Compensation" of Rs. 10.61 crores has been paid in 221 accident cases. Under the ’Ambedkar Karmika Sahay Hasta Yojana’, 21,89,945 unorganized workers of 25 categories have been registered and benefits distribution has started.
74. To provide social security benefits to motor transport and other allied workers, the "Karnataka Motor Transport and Other Allied Workers Social Security and Welfare Development Board" has been formed and 5,12,135 workers have been registered.
75. The State Government has continued the project of providing tap water connection to rural houses. Out of 101.32 lakh houses, 83.94 lakh houses have been provided with tap water connection so far. In the year 2024-25, 7.27 lakh houses have been provided with tap water connection. Under the Mahatma Gandhi National Rural Employment Guarantee Scheme, 10.91 crore man-days of employment have been created in the current year till the end of January-2025. In the current year, a total amount of Rs. 5626.56 crore has been spent.
76. Under the External Aided Scheme, the Pragatipath programme is being implemented to develop 7110 km long rural roads at a cost of Rs. 5190 crore. In addition, tenders have been invited for the development of 1150 km long roads under the "Kalyana Path" programme.
77. 3867 ’Koosina mane’ creches, have been started by the Rural Development and Panchayat Raj Department and 49,288 children are being looked after. Out of the total 5895 awareness centers, 5770 centers have been digitized and 50.28 lakh children have been registered. In addition, 6599 new libraries are being started in villages that do not have libraries.
78. In order to reduce traffic congestion within the limits of the Bruhat Bengaluru Mahanagara Palike, it is proposed to construct a double-decker flyover comprising of metro rail and road of 40.50 kms length in the near future. The combined metro rail cum road flyover project is being undertaken at a cost of Rs. 8916 crores.
79. It has been decided to obtain a loan of Rs. 27,000 crores from HUDCO by providing loan security to implement the Bengaluru Peripheral Ring Road Part-1 project. The work is intended to be carried out by acquiring about 2,565 acres of land. About 73 km of road construction work is being undertaken.
80. In Phase-2A of the Bengaluru Metro Rail Project, the work of Central Silk Board to Krishnarajapura, 19.75 km. and Phase-2B, Irishnarajapura to Kempegowda International Airport, 38.44 km. in length, with a total estimated cost of Rs. 14,788 crore, is in progress. In Phase-3, Corridor 1 from Kempapura to JP Nagar 32.15 km and Corridor-2 from Hosahalli to Kadabagere, 12.50 km. in length, totaling 44.65 km., with a total estimated cost of Rs. 15,611 crore, is in progress. These projects are planned to be completed by December-2029.
81. As per the guidelines of the Central Government, a scheme has been implemented under the Nirbhaya Fund to install Vehicle Location Tracking Devise & Emergency Panic Button in public service vehicles i.e. Carriage Vehicle, School Vehicle, Private Service Vehicle, Maxi Cab, Contract Vehicle, Motor Cab and National Highway-bound goods vehicles under the Nirbhaya Fund for the safety of women and children. Out of the total 6,04,863 public service vehicles in the State, this system has been installed in 40,848 vehicles by the end of December 2024.
82. Due to the increasing number of vehicles in Bengaluru, heavy traffic congestion has led to an increase in accidents. Bengaluru Traffic Police is at the forefront of adopting technology for smooth traffic. ASTRAM-Artificial Intelligence Based Data Platform for Sustainable Traffic Management is an Al-based data platform to collect and analyze data in real time and take quick decisions to clear traffic.
83. The Bengaluru Development Authority has set a target of allocating around 30,000 housing units by constructing housing complexes at 34 locations across the city. Out of these, construction of a total of 14,909 flats in 25 projects has been taken up so far and the construction of 10,615 flats has been completed.
84. The 5th phase of the ambitious Cauvery project has been completed. Additional 775 million liters of Cauvery drinking water is being supplied to 50 lakh people in 110 villages that have been added to the BBMP.
85. 6 TMC of water has been allocated to meet the additional drinking water needs of Bengaluru city and its suburbs. DPR has been prepared for the project estimated to cost Rs. 6,939 crores to implement in the current year.
86. My Government has continued the Indira Canteen Scheme to provide quality food to the working class people. Under Indira Canteen Phase-02, 186 canteens have been approved for construction and 156 canteens have been completed.
87. Under the Karnataka Integrated Urban Water Management Investment Programme funded by ADB and AMRUT, drinking water supply and drainage works are being implemented in 8 urban local bodies of the State at a cost of Rs. 2584 crore.
88. Under the World Bank-assisted "Karnataka Urban Water Supply Modernization Project", a project to provide uninterrupted water supply in the areas under the jurisdiction of the Municipal Corporations of Hubballi-Dharwad, Belgaum and Kalaburagi is being implemented for a period of 5 years at a cost of Rs. 3741 crore. The target is to implement the said project by June 2025.
89. My Government has formulated art is implementing a very popular scheme to provide e-Khata for irregular properties of people in urban and rural areas. Initially, by amending the Karnataka Municipal Corporation Act and Karnataka Municipalities Act, it has started providing e-Khata Form 3B for more than 30 lakh irregular properties that were pending in urban and rural areas for many years. In the coming days, this facility will be extended to rural areas as well.
90. Revenue department is providing a guarantee called ’Bhu Suraksha’ to keep the documents related to farmers’ lands safe. The long-standing and important documents in the Revenue Department will be scanned, digitized, indexed and cataloged and made easily accessible to the people. Already 9 crore pages have been scanned and uploaded in the software.
91. Mutation guarantee has been given to avoid unnecessary trouble to people regarding mutation in the Revenue Department. Earlier, it took an average of 32 days to change a khata. Due to the streamlining of the administration, 67% of khata changes are being done within a few hours. The remaining 33% of mutations are being done within 9 to 13 days.
92. Thousands of cases were pending in the Revenue Courts for 5-10 years. Due to the campaign to dispose of such long pending cases, out of 10,744 cases in the Tahsildar Court, 10,410 cases have been disposed. Out of 62,857 cases pending in the Sub-Divisional Officer’s Courts, 37,217 cases have been disposed.
93. Before the Government came to power, it took an average of 90 days to get a 11E sketch in the Survey and Settlement Department and 120-180 days for boundary demarcation on ground. Now, due to effective administration, 11E sketches are being obtained in 30 days instead of 90 days. Boundary demarcation cases are being done in 45 days.
94. In the State "Dharkasth Podi" special drive has been launched through "Nanna Bhoomi" programme. In the last 5 years, 5813 "Dharkasth" grant lands were demarcated and sub-divided, while since the implementation of the "Nanna Bhoomi" scheme in December 2024, more than 4850 farmer granted lands have been demarcated and sub divided.
95. For the first time, under the Swamita scheme, survey work is being carried out through drones for the properties of rural residential areas/villages that have not been measured in history in the State. So far, 10.05 lakh draft PR cards have been distributed to a total of 3,880 villages.
96. With a view to eliminate regional imbalances, the districts in Kalyan Karnataka region are provided Rs. 5000 crores every year. Including the initial balance, Rs. 1470 crores have been spent and 3222 works have been completed till the end of December 2024. The remaining works are in progress at various stages.
97. The Government held a historic Cabinet meeting in Kalaburagi and approved projects and works worth more than Rs. 11,770 crores. Kalyan Karnataka is moving forward with the comprehensive development of the region by giving priority to areas such as recruitment of vacant posts, drinking water, education, health improvement, construction of a new court complex, tourism development, etc.
98. The Government has taken several important steps for the promotion of Kannada language and culture. As part of Karnataka Sambram-50, on 01.11.2024, 50 male and 50 female achievers were honored with the Golden Jubilee Award at the "Hesaraithu Karnataka Usiragali Kannada" ceremony. On 27.01.2025, a bronze statue of Nadadevi Bhuvaneshwari was unveiled on the premises of Vidhana Soudha. The Kannada Language Comprehensive Development Act has been implemented to make 60% Kannada mandatory on the name plates of all offices, shops and commercial establishments in Karnataka. "Cultural Outlook Thinking Conference" was successfully organized in Mysore, "Gadi Naada Conference" in Guddapur, Jatta Taluk of Sangli District of Maharashtra and "Gokak Movement Retrospective and Prospective Outlook" in Raichur.
99. Under various schemes of the Public Works Department, development, renovation of 2491 km of State highways and 3103 km of district main roads and construction of 190 bridges have been completed in the year 2024-25.
100. Under HSDP Phase-5, administrative approval has been given to undertake the development of 2500 km of highways in 2 phases at a total cost of Rs. 9000 crore. An action plan worth Rs. 4000 crore has been approved for the construction of State-wide roads and bridges. Under the CIRF scheme, development of 295 roads of 2056 km of the State is being undertaken at a cost of Rs. 1385 crore.
101. My Government is in the process of developing the 78.45 km State Highway from Kalmala Junction near Raichur to Sindhanur under Hybrid Annuity Model (HAM) at a cost of Rs. 1696 crore.
102. The Government’s ambitious project "Shakti Yojana" will lead women towards empowerment. Since the launch of the said project till 17.01.2025, about 376.70 crore beneficiaries of the State have benefited from the Shakti Yojana. The Government has allocated a grant of Rs. 8215 crore for this purpose.
103. A total of 4889 new buses of various models have been provided for public transport by the end of January-2025 of the year 2024-25. The amount of financial compensation given to the dependents of passengers who die in accidents in buses of the State public transport corporations has been increased from Rs.3 lakh to Rs.10 lakh.
104. The North West Karnataka Road Transport Corporation has entered into an agreement with selected hospitals for a period of three years for the cashless medical treatment scheme, which is a longstanding demand of the corporation’s employees. Steps have been taken to implement the cashless medical treatment scheme in the Karnataka State Road Transport Corporation and the "KSRTC-Arogya" scheme has been launched.
105. A total of Rs. 16,837 crore has been provided to the Water Resources Department in the budget for the year 2024-25 and irrigation capacity of 36,799 acres has been provided. Lift & Power Supply works in the first phase of the Yettinahole Integrated Drinking Water Project have been completed and dedicated to the public.
106. The Government is committed to starting the pending irrigation projects in the State within the time limit. Some projects require the approval of the Central Government and we are putting pressure on the Centre.
107. The Minor Irrigation Department has currently created an irrigation potential of 5847 hectares. 165 barrages have been constructed. A project to fill 14 lakes with water for supplying drinking water to Chilkunda and other villages through the Lakshmana Tirtha River lift irrigation project has been undertaken at a cost of Rs. 19 crore and the project trial run has been done. Lift irrigation project to fill 50 lakes in Aichanahalli, K.R.Rete Taluk of Mandya District has been undertaken at a cost of Rs. 265.29 crore and trial run of the lst phase of the project has been done.
108. To intensify the pace of the freedom struggle, the historic Congress session was held at Belgaum, Karnataka in December 1924 under the presidency of the Father of the Nation Mahatma Gandhi. My Government organized a grand celebration in Belgaum to commemorate the centenary of this historic event. In order to propagate Gandhiji’s moral principles throughout the State and to create awareness among the present generation about Gandhiji’s principles and to impress upon the people of the country that Gandhiji’s principles are still relevant, various programmes are being organized throughout the State throughout the year under the name of "Gandhi Bharat" and the programmes are being organized in a way that they reach every household in the State.
109. The Tourism Policy 2024-2029 has been formulated with the objective of achieving the vision of the Government of Karnataka. The policy proposes strategic interventions, attractive incentives and necessary regulatory reforms to facilitate investment in the tourism sector. The policy aims towards creating a comfortable and sustainable tourism ecosystem, emphasizes on providing a safe and high-quality experience to tourists and greater prosperity and happiness to the people of Karnataka.
110. Over 1000 ancient artifacts were collected during the ’Prachyavasheshagala Sangrahana Abhiyana’ in the village of Lakkundi in Gadag district and there are plans to transform them into an international-standard open museum for public exhibition, research and study.
111. Steps have been taken to provide all the facilities in Savadatti Yallamma temple. For comprehensive development of the temple area a master plan for Rs.200 crore is being prepared comprising of a queue complex on the lines of Tirupati to facilitate the devotees to have a smooth darshan of the Goddess, to construct 500 small outdoor kitchens so that the devotees can cook for themselves and adequate toilet blocks. A ropeway has been proposed to be constructed to the Savadatti Yallamma hill.
112. Steps will be taken to develop the 572 acre estate of Devika Rani Nicholas Roerich as a world-class tourist destination. In addition to utilizing a grant of Rs. 100 crores under the SASCI scheme of the Central Government, the Karnataka Government will also take action to develop the area with a special grant.
113. No serious law and order problems have arisen in the State in the last 19 months. Police stations are working in a people-friendly manner. In recent times, cyber crime cases have been increasing in the entire country. The State police department is constantly working to create awareness and quickly identify the criminals, so these cases are also decreasing.
114. The Police Department is being provided with the necessary resources. Priority has been given to building 26 well-equipped police stations and 2016 residential houses in the current yelf-
115. A scheme to distribute bus passes to rural journalists to travel within the district limits for professional purposes has been implemented in collaboration with the Transport Department.
116. My Government has achieved all these achievements on the basis of its limited financial resources. It has implemented the recommendations of the Seventh Pay Commission.
117. My Government is formulating and implementing several programmes for the comprehensive development of the State, including social, economic and cultural. It is working with the welfare of the people as its main objective in line with the aspirations of the Constitution. Peace for all, prosperity for all are the aspirations of the Constitution. We are following this aspiration without fail.
