Highlights of the Scheduled Tribes Welfare Department Progress Review Meeting held on 18-6-2024 under the Chairmanship of Chief Minister Siddaramaiah.

 

Highlights of the Scheduled Tribes Welfare Department Progress Review Meeting held on 18-6-2024 under the Chairmanship of Chief Minister Siddaramaiah:

 

* The amount released in the overall budget of the department is Rs 1884.01 crore. 1879.35 Crores has been spent and 99.75% has been achieved.

 

* 389 hostels and Maharshi Valmiki Adivasi Tribal Residential Schools have provided admission to 39,541 students under Scheduled Tribes Welfare Department, and  Rs.194.71 crore being spent.  About 77 percent result has been achieved in SSLC and the CM instructed to improve the result.

 

* The Chief Minister informed that Rs 50.47 crores Pre-matric scholarship has been paid to 2, 90,546 students.  Post matric scholarship of Rs 302.64 crore has been paid to 2, 48,887 students.

 

•The Chief Minister instructed officials to visit the hostels in the evening and inspect whether the hygiene kits and food items are being properly distributed.  

 

* Children do not stay in some tribal residential schools at night. Children are taken home after dinner. They take them home saying they are small children. Why do they take them home even when all the facilities are given? The CM suggested conducting a review on this. He also suggested improving the quality of education in tribal residential schools. The Chief Minister instructed the Finance Department to take action for the appointment of teachers. He instructed that the children of this tribal residential school should be able to compete effectively with other students. It was directed to make good use of the smart class system.  

 

* The CM said that unnecessary purchase of mattress; bed sheets and essentials can not be tolerated. The Chief Minister instructed that instead of getting 4G exemption unnecessarily, direct tenders should be called for procurement and services.

* He warned that if you are not able to take care of poor, dalit children properly then you are unfit to be in service.

 

* Residential schools should provide better education to poor children. Not just making the smart smarter; he said that those who are poor in learning should also be made intelligent.

* The CM recalled that when he was Finance Minister in 1994-95, Dalit Sangharsh Samiti had demanded residential schools instead of arrack shops and this led to establishing Morarji Desai residential schools with the aim of educating the underprivileged.

 

 

* 108 of the Scheduled Caste residential schools have their own building, 30 are functioning in rented buildings and 6 in non-rented buildings. He suggested that the officials should personally follow up with the Deputy Commissioner regarding the construction of own building.

 

 

* Rs 263 crore  available with  Karnataka Maharishi Valmiki Scheduled Tribes Development Corporation in 2023-24 has been  deposited  to the treasury as per instructions of the Finance Department. The CM questioned why  the beneficiaries were not  selected under any scheme, it was informed that the MLA did not give the list of beneficiaries, as the number of beneficiaries to be selected is very less, the MLAs are not showing interest in selection of beneficiaries.  The Chief Minister suggested to inspect and take action on increasing the number of beneficiaries.

 

* 22 caste validity certificate cases are pending for many years and all these cases need not be sent to C.R.E. cell. He directed to issue a circular that cases should be sent only if there is doubt.  

 

CM directed to submit a proposal regarding appointing a Senior K.A.S. officer as Director and review the appointment of an anthropologist under him.  It was directed to avail information about creating separate departments of administration and research as it is in Kerala    or enquire about the model in Odisha state

 

*Dr K.V. Krishnamurthy, Research Officer of Tribal Research Institute, who belongs to Iruliga tribal community, explained that if people from the respective communities are appointed as caretakers in Ashram schools, these schools are likely to be closer to the communities.

 

*He suggested that the government facilities should be properly delivered to the tribal communities.
